Acne pit scars, but no bad acne?

I have had this problem for about 3 years now. There seems to be pit-like scars on my lower cheek area and some new ones try to form periodically. Some are deeper than others. Some are so small they are pretty much superficial. But what causes these? Sometimes they come and I wouldn't even have had a pimple in that area, but the skin will just start collapsing. Sometimes it flakes away and ends up uneven. What is going on? How is this possible. I can see if I had bad cystic ance or something. Are there any ways to make them less noticeable?Acne pit scars, but no bad acne?
